Capital Smart City Construction Policy Update

Capital Smart City Islamabad has implemented significant construction policy updates, offering substantial financial incentives to plot owners who begin construction within specified timeframes. The new policies reflect the project’s commitment to accelerating development while providing relief to investors.

Construction Discount Policy

The most notable update is the construction discount policy that offers up to a 5% discount on development charges for members who start construction before September. This aggressive incentive structure varies by block and construction progress:

  • Overseas East: Members receive a % discount on development charges if they begin construction before the September deadline
  • Overseas Prime, Overseas Central, and Executive Block: Different discount tiers apply based on construction stages, from foundation work to full completion

The discount structure is designed to reward different levels of construction progress, with higher discounts for more substantial development milestones.

Development Charges and Surcharges Framework

Capital Smart City has established a comprehensive policy regarding development charges and surcharges. All surcharges on plot prices, development charges, and prime location charges have been postponed until June. This postponement was introduced as a goodwill gesture to ease financial pressure on plot owners.

The management has structured the payment system to accommodate various investor needs while maintaining project momentum.

Possession Status and Timeline

Multiple sectors have already achieved possession status, with the project demonstrating consistent progress in infrastructure development. As of June, possession was announced for several key areas:

  • Overseas Block: Sectors C, D, E, G, H, and J
  • Sectors A & B: Previously announced, with complete guidelines available

The Building Control Department (BCD) has been established both at the F-Head Office and on-site to facilitate construction approvals and oversight.

Transfer and Cancellation Policies

Capital Smart City has implemented flexible transfer policies based on the year of plot purchase:

Infrastructure Development Progress

The project demonstrates significant infrastructure advancement with complete development of roads, electricity, drainage, sewerage, and fiber optics in most sectors of the Overseas Block. Key completed facilities include:

  • Mosques and overhead water tanks
  • School and hospital buildings
  • Commercial buildings (in progress)
  • Network of carpeted roads with a 1-foot main Boulevard

Four tube wells are currently operational to meet water demands, while more than pieces of heavy machinery are deployed for ongoing construction.

Smart City Features Integration

The construction policy supports the integration of advanced smart city infrastructure, including:

  • Smart security systems with CCTV surveillance and biometric entry
  • Automated transportation systems with real-time tracking
  • Smart waste management with automated collection and recycling
  • IoT integration for real-time infrastructure monitoring
  • Smart energy management with renewable energy optimization

Strategic Partnerships and Future Development

Capital Smart City Islamabad has secured partnerships with international firms including Surbana Jurong (Singapore), Harradine Golf, and Troon Golf for world-class facility development. A memorandum of understanding with Freij Entertainment International was signed for the construction of an amusement park, while MovenPick Hotel & Resorts will establish hospitality services.

The construction policies are designed to accelerate development while maintaining the project’s vision as Pakistan’s first smart city. With official approval from the Rawalpindi Development Authority (RDA) through a No Objection Certificate (NOC), the project continues to attract both local and international investors.

These policy updates demonstrate Capital Smart City’s commitment to timely project delivery while providing financial flexibility to plot owners, positioning the development as a leading example of modern urban planning in Pakistan.
